ANNE ARUNDEL COUNTY COUNCIL PROPOSED LEGISLATION Public Hearing – Monday\, June 4\, 2018 – 7 P.M. – Arundel Center – Legislative Day No. 31 BILL NO. 49-18 - AN ORDINANCE concerning: Licensing – Food Service Facilities – Polystyrene Food Service Products - FOR the purpose of prohibiting the use and sale of expanded polystyrene products at food service facilities located in the County; providing for a penalty for violations; requiring the County to conduct a certain education and outreach campaign; providing for the applicability of this Ordinance; and generally relating to food service facilities. BILL NO. 50-18 - AN ORDINANCE concerning: Animal Control – Dogs Outdoors – Shelters – Tethering - FOR the purpose of adding a definition of “reasonable period”; prohibiting the tethering of dogs outdoors; amending the shelter requirements for dogs kept outdoors; adding enclosed area and shade requirements for kept dogs outdoors; limiting the scope and applicability of the standards for animals outdoors; and generally relating to animal control. BILL NO. 51-18 - AN ORDINANCE concerning: Disposition of Real Property – Transfer to Governmental Enti-ties - FOR the purpose of establishing a procedure for the disposition of real property to an agency of the Federal government\, an agency of a State government\, a quasi-governmental entity\, or a political subdivision; and gen-erally relating to the disposition of real property. BILL NO. 52-18 - AN ORDINANCE concerning: Boards\, Commissions\, and Similar Bodies - FOR the purpose of transferring certain provisions relating to the Board of Supervisors of Elections and the referendum to Article 1; repealing provisions relating to the Disabilities Commission\, the HIV/AIDS Commission\, the Maritime Industry Advisory Board\, the Recreational Facilities Revenue Authority\, the Scenic and Historic Roads Commission\, and the Veterans Affairs Commission; requiring certain provisions in the charter or bylaws of the corporations acting as the County’s core service agency\, the Anne Arundel County Economic Development Corporation\, the corporation acting as the County’s community services corporation\, and the Anne Arundel County Workforce Development Corporation; modifying the membership of the Partnership for Children\, Youth\, and Families; specifying terms for members of the Partnership for Children\, Youth\, and Families; modifying provisions relating to removal of citizen members of the Partnership for Children\, Youth\, and Families; requiring the Partnership for Children\, Youth\, and Families to keep minutes of its meetings\, including a record of attendance; requiring the Partnership for Children\, Youth\, and Families to adopt bylaws and rules of procedure; defining a quorum for the Pension Oversight Com-mission; specifying the frequency of meetings for the Pension Oversight Commission; requiring the Pension Over-sight Commission to keep minutes of its meetings\, including a record of attendance; requiring the Pension Over-sight Commission to adopt bylaws and rules of procedure; adding provisions relating to the terms and removal of members\, appointment of a chair\, and frequency of meetings of the Video Lottery Facility Local Development Council; defining a quorum for the Video Lottery Facility Local Development Council; requiring the Video Lottery Facility Local Development Council to keep minutes of its meetings\, including a record of attendance; requiring the Video Lottery Facility Local Development Council to adopt bylaws and rules of procedure; providing that members of the Video Lottery Facility Local Development Council shall not be compensated; requiring the Video Lottery Facility Local Development Council to submit an annual report to the County Executive; correcting certain terminology used in Article 3; modifying certain definitions in Article 3; renumbering certain provisions in Article 3; and generally relating to Article 3 and boards and commissions.
