PUBLIC NOTICE - - - POSTING NOTICE FOR A COMPETITIVE CIVIL SERVICE EXAMINATION FIRE PREVENTION OFFICER A written examination will be given in approximately 90 (ninety) days in the Fire Department Training Room, on a competitive basis to approve applicants for the purpose of placing names on the competitive employment list in accordance with the provisions of the Municipal Fire and Police Civil Service Law and the rules of the Zachary Civil Service Board. Any Louisiana applicant who presents a home study diploma shall submit necessary documentation indicating Louisiana Board of Elementary and Secondary Education (BESE) approval of the home study curriculum. Non-Louisiana applicants shall be required to present proof of completion of a high school curriculum which has been accredited by the applicant's state, or it's state-approved agency. A certification of completion shall not be sufficient to substitute for a diploma or equivalency certificate. Third Street, 6th Floor Baton Rouge, LA 70802 (225) 219-9600 Notice Issued: June 19, 2019 REQUEST FOR RELEASE OF FUNDS: On or about June 27, 2019, the Louisiana Office of Community Development / Disaster Recovery Unit (OCD/DRU) will submit a request to the HUD for the release of Restore LA Homeowner Assistance Program funds under the Fiscal Year 2016 part of the Continuing Appropriate Act, 2017 (Public Law 114-223), in accordance with the "Notice of Funding Availability" published in the Federal Register on November 21, 2016 to undertake additional project activities known as MHU Relocations. These funds will be used for the purpose of assisting homeowners to replace and relocate flood-damaged manufactured housing units (MHUs) to best serve the long-term housing needs of the flood-affected citizens. The funding for this activity has been previously released for use by the program and no additional HUD funding is being requested pertinent to the additionally reviewed activities. The new property MHU Relocation ID and location is: 33733_MHU: 743 Lions Camp Road, Anacoco, LA 71403. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the OCD/DRU Office at 617 N. Third Street, Baton Rouge, Louisiana and may be examined or copied weekdays between 8:00am to 4:00 pm. PUBLIC COMMENTS: Any individual, group, or agency disagreeing with this determination or wishing to comment on the program may submit written comments to this office. All comments received by June 26, 2019, will be considered by OCD/DRU prior to the authorizing submission of a request for release of funds. All comments should specify which part of this notice they are addressing. ENVIRONMENTAL CERTIFICATION: The OCD/DRU certifies to HUD that Patrick Forbes, in his capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. PUBLIC NOTICE - - - PROPOSED DEVELOPMENT OF 30 NEIGHBORHOOD RESIDENTIAL LOTS ORLEANS PARISH, LA LA OFFICE OF COMMUNITY DEVELOPMENT FLOODPLAINS & WETLANDS EXPLANATION The St. Bernard Project (SBP) intends to carry out actions which may affect or be affected by the 100-year flood plain and wetlands and seeks to involve the public in the decision-making process. SBP is proposing to secure funds through the Community Development Block Grant (CDBG) program administered by the U.S. Department of Housing and Urban Development (HUD) (along with funding from HUD Low-Income Housing Tax Credits and the HUD HOME Investment Partnerships Program) to assist in the acquisition of 30 vacant lots to develop residential housing. Pursuant to Executive Orders 11988, the SBP has determined that that 5 of the proposed 30 project sites are located within the 100-year floodplain; constituting approximately 0.7 acres in total. 1. 1420 Jourdan Ave., New Orleans, LA 70117 2. 1432 Jourdan Ave., New Orleans, LA 70117 3. 4712 N. Practical alternatives to locating the proposed action in a floodplain were identified and evaluated. For each of the following alternatives, various factors were considered including feasibility, technology, hazard reduction and related mitigation costs, and environmental impacts. Alternative 1 The SBP considered utilizing land located outside of the 100-year floodplain. Due to lack of available open space and the excessive cost of relocating the existing neighborhood and surrounding community, the alternative of locating the project outside of the floodplain was rejected. Alternative 2 The SBP considered alternative methods to achieve the project objectives which included the development of multiple family housing such as apartment complexes rather than duplex construction. However, this alternative does not offer significant or benefit related to the floodplain, and does not match the historic nature and character of the neighborhood. Due to financial constraints and project objectives this alternative was rejected. Alternative 3 The SBP considered a "No Action" alternative. Due to the demand to have this residential housing to meet community needs, this alternative was rejected. In accordance with 24 CFR 55.20.g.1, the applicant has documented that there are no practicable alternatives to locating the proposed project in the floodplain. Mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values to the floodplain include keeping the configuration of the residential housing similar to past layout and avoiding the addition of large tracts of impervious surface. The project file, along with maps and available details, is located at 2645 Toulouse Street New Orleans, LA 70119 and may be examined during the hours of 8:30 a.m. to 4:00 p.m. Monday through Friday by appointment.
