PUBLIC NOTICE - - - ADVERTISEMENT Louisiana Housing Authority Project-Based Voucher Program Permanent Supportive Housing Notice to Rental Housing Owners of Availability of Project-Based Vouchers The Louisiana Housing Authority (LHA) requests proposals from owners of properties (Owners) to participate in the Project-Based Voucher (PBV) program, by providing rental housing for LHA's Permanent Supportive Housing (PSH) initiative. For a detailed description of the PBV program please visit the following website: https://www.lhc.la. gov/project-based- voucher-program# Owners may propose efficiency, one or two-bedroom existing units, and units being renovated or newly constructed which will be available for occupancy by December 1, 2019. Renovated or newly constructed units with completion dates after December 1, 2019 may be considered by LHA on a case-by-case basis. Units are most needed in East Baton Rouge, Orleans, and Jefferson parishes. Owners approved for project based vouchers will enter into a Housing Assistance Payments contract with terms of at least three years and options up to forty years, including extensions. This Notice is issued as part of LHA's efforts to successfully administer a program that includes 2,000 units of Project-Based Vouchers for Permanent Supportive Housing authorized and funded by the Supplemental Appropriations Act of 2008. LHA, operated by the Louisiana Housing Corporation, is acting as a housing authority for purposes of implementing the PSH initiative authorized by the Act, and is publishing the Notice in that capacity. Thus, successful Owners will contract with LHA or its designee for the PBV funding. Successful Owners will benefit in several ways from participation in this program: additional financial security from the government-guaranteed stream of rental payments under the Project-Based Voucher Program; vacancy payment available for up to 60 days at 80% of the contract rent; the provision of an important housing resource to households in need of PSH who will benefit from supportive services committed to them; and assistance in filling and marketing available units from local agencies that will refer eligible applicants to the Owners. LHA reserves the right to reject any and all responses, to waive any Notice response or process requirement if LHA determines such a waiver to be in its best interest, or to terminate the process at any time if deemed by LHA to be in its best interest, regardless of the stage in the process that has been achieved. LHA reserves the right to award any particular number of units, or no units of project based vouchers. LHA will have no obligation to compensate any applicant for any cost incurred in responding to this Notice or in the full Notice Package in the process for placing selected units under a Housing Assistance Payments contract.
