PUBLIC NOTICE - - - Metropolitan Human Services District Board of Directors Meeting May 31, 2019 12:30 pm Algiers Behavioral Health Clinic 3100 General DeGaulle Drive New Orleans, LA 70014 MHSD fulfills its statutory role as the planning body for the behavioral health, addiction and intellectual/developmental disability services for the residents of Orleans, Plaquemines and St. Bernard Parishes by ensuring that eligible residents in these parishes have access to person centered and recovery focused supports designed to optimize their role in the community. Minutes I. Call to Order Gary Mendoza called the meeting to order at 12:35 p, it was determined that a quorum was present. II. Attendance III. Approval of the January 25, 2019 Minutes Motion to approve the January 25, 2019 minutes made by Michael Pechon, the motion was 2nd by Mike Miller. IV. Monitoring Reports Monthly Dashboard i. Dr. Dunham spoke with the board about the dashboard, and highlighted items of importance. She spoke to some changes MHSD is making regarding how it obtains information pertaining to "How did you hear about us". Fiscal Report i. The board reviewed the financial report. Gary Mendoza and Traci Brown highlighted any items of note. They discussed the Medicaid budget and the effects on MHSD. February Reports 1. The board agreed to review these reports in May because they are repeating reports (quarterly). ii. Quarterly Report on Contracts iii. Quarterly Report on Communication with ED iv. Quarterly Report on Incidents March Reports i. Quarterly Communication's Report 1. The board did not have any questions/comments regarding the communications report. ii. Annual Executive Director and Board Chair Report 1. Dr. Dunham reviewed her report regarding the Executive Director and Board Chair report. Dr. Dunham explained to the board members some concerns she has. In her report, it showed when/if the board members are reviewing the materials/ reports MHSD is providing to them. Dr. Dunham expressed concern that a significant number of members are not reviewing the materials prior to the meeting. Additionally, Dr. Dunham expressed concern regarding the difficulty we have in getting a quorum for meetings. Dr. Dunham expressed that she would really like to see our board members attend more MHSD sponsored events outside of the board meetings. Members of the board discussed possibly changing the board meeting times and frequency to help members attendance. No action was taken to change the procedure. April Reports i. Ends Policy Report 1. Dr. Dunham reviewed the Ends Report with the board members. May Reports i. Annual Human Resources Report 1. Dr. Dunham advised that MHSD participated in its annual Civil Service audit this week, and that MHSD is waiting for the final results The preliminary findings were satisfactory. ii. Quarterly Report on Contracts 1. Gary Mendoza requested and discussed with the Board that the language in the Ends Report pertaining to the Independent Auditor reviewing all contracts over $300,000 be removed because that is not their function. The Board reviews these contracts and approves the spending of the funds for that contracted purpose. The auditor reviews for compliance with state law and rules and regulations. iii. Quarterly Report on Communication with ED 1. No comments. iv. Quarterly Report on Incidents 1. No comments. V. Decision Information Board Legal Representation Decision i. Motion to appoint Transcended Legal as the board's legal consultant for legal matter that may need additional advice. Motion made by Charlotte Parent; 2nd by Michael Pechon, all in favor.
